Telangana Government issues amendment orders on LRS

Hyderabad: The Telangana Government on Thursday issued orders amending some clauses in the ‘Telangana Regularisation of Unapproved and Illegal Layout Rules 2020’ with regard to the regularisation rates, making them the same as those provided for in the previous Land Regularisation Scheme (LRS) of 2015.

Pursuant to the orders issued by Chief Secretary Somesh Kumar, the rules issued pursuant to a number of requests were made by the general public and public representatives that the regularisation charges set out in the ‘Telangana Regularization of Unapproved and Illegal Layout Rules 2020’ are very high and asked the government to make them the same as those set out in the previous LRS scheme of 2015.

The Government has notified the following changes in the exercise of the powers granted by the relevant sections: regularisation charges for the market value of the plot as of 26 August 2020 (Sub Register Value) in rupees per square yard below 3000 will be 20 per cent, between 3001 and 5000 will be 30 per cent, between 5001 and 10,000 will be 40 per cent, between 10,001 and 20,000 will be 50 per cent, between 20,001 and 30,000 will be 60 per cent, between 30,001 and 50,000 will be 80 per cent and over 50,000 will be 100 per cent.

Subsequently, the new orders supersede Rule 8(a)(ii) of the Telangana Regularization of Unapproved and Illegal Layout Rules 2020 with the following: Pro-rate open space charges: if 10% open space is not accessible in the unapproved layout, pro-rate open space charges shall be charged at the rate of 14 per cent of the plot value prevailing as at the date of the regularisation of such property.

Rule 8(a) of the Telangana Regularization of Non-Approved and Illegal Layout Rules 2020 has been added to Rule 8(iii) as set out in Rule 8(a)(iv): the LRS regularisation fees also include NALA (Non-Agricultural Land Assessment) fees and no separate NALA fees are charged. (INN)
