Governor inaugurates course of civil services trainees

Hyderabad: Hon’ble Governor of AP & Telangana States E S L Narasimhan inaugurated the highly prestigious 93nd Foundation Course (FC) for the largest ever batch of 324 trainee Civil Servants from 26 States, belonging to 20 different services,including IPS, IRS, IFoS, ISS, IES, etc.,

being hosted by Dr. MCR HRD Institute of Telangana on behalf of LBSNAA, Mussoorie and Dept. of Personnel & Training (DoPT),Govt. of India.

On this occasion, the Hon’ble Governor administered the Oath of Office to the trainee civil servants and released a copy of the Course Manual and a digital copy of the Course Material.

In his inaugural address, E.S.L. Narasimhan advised the trainee civil servants to use their positions for delivering good governance in the broader framework of accountability.

He said that the civil servants are key partners in the campaign for multifaceted development of the country and, therefore, should have a broader vision rather than working in isolation and confining themselves to the narrow confines of their jobs.

He also called upon them to contribute their optimum best for the development of rural areas, which have been neglected, and make the life of people in the rural areas comfortable.

Continuing his address, the Hon’ble Governor urged the trainee civil servants to find time to meet people with problems and make sincere attempts to find solutions for them with a sense of empathy. “The levels of literacy and education are on the rise and there is an expectation explosion on the part of people from the civil servants.

A face-to-face contact with them is the mantra for instant and enduring success”, he observed.

The Hon’ble Governor said that officers in the contemporary India are always on the radar of print, electronic, and social media, and also that of civil society. He advisedthem to do their duty sincerely and maintain highest levels of professional and personal integrity.

He observed that while RTI Act and Social Media are important in their own right, a few vested interests are misusing them for their personal gains and advised the trainee civil servants to face extraneous pressures with courage and conviction.

B P Acharya, IAS, Special Chief Secretary to Government & DG, Dr. MCR HRD Institute, in his welcome address, said that the extensive plurality of the Officer Trainees, characterized by their different services, numerous places of residence, and varied socio-economic profiles, not only represents the real strength of the Civil Service but also symbolises the fundamental ethos of Indian culture and its polity that is based unity in diversity.

“Our focus during the training would be to not only impart knowledge about basic tenets of administration but also to inculcate the fundamental values of integrity, empathy, and compassion, especially towards weaker sections of society,

which have been the hallmarks of the personality of all successful civil servants”, he said and added that “TamasoMaaJyotirgamaya…”, which means “Lead me from darkness to Light…”, should be the guiding principle for the trainee civil servants throughout their careers.
