Uttam promises Sub-Plan for minorities

Hyderabad: Telangana Pradesh Congress Committee (TPCC) President Capt. N. Uttam Kumar Reddy has appealed the Muslim community not to vote for TRS in next elections if they wish to defeat PM Narender Modi.

“Voting for TRS is likely voting for BJP as KCR is an agent of Narender Modi,” he said while addressing a meeting at Gandhi Bhavan on Tuesday on the occasion of joining of ex-TRS leader of Mahabubnagar district Syed Ibrahim into Congress party.

Calling KCR anti-Muslim, Uttam Kumar Reddy said that the TRS Government not only neglected minorities’ welfare, but damaged their cause wherever possible. He said KCR has openly cheated the Muslim community on the issue of 12% Muslim reservation.

“Poor Muslims hoped for an increase in their quota in jobs and education to 12% and voted for TRS in last elections with the confidence that KCR would honour his promise by implementing it within four months after coming to power.

But KCR did nothing in four-and-a-half years. No one in the history of independent India cheated Muslims in such a manner,” he said.

Uttam Kumar Reddy said KCR cheated the Muslims on several fronts with active support from PM Modi. “KCR remained silent when BJP Govt kept reducing funds for minority welfare every year.

Despite holding the portfolio of minorities’ welfare, KCR did not write a single letter to the Prime Minister on issues concerning the minorities,” he said.

He also accused KCR of making tall claims of allocating Rs. 2,000 crore for the minorities’ welfare. He challenged KCR to also present the actual figures of amount spent on minorities’ welfare compared to allocations.

The TPCC Chief gave a complete break up of year-wise fund allocation, release and actual spending. In 2014-15, of Rs. 1030 crore allocation only Rs. 307.86 Cr were spent.

Similarly, the spending was Rs. 491.52 Cr (of Rs. 1160 Cr) in 2015-16; Rs. 863.36 Cr (of Rs. 1204 Cr) in 2016-17; Rs. 942.67 Cr (of Rs. 1,226 Cr) in 2017-18 and of Rs. 1973.41 crore allocated in 2018-19, only Rs. 779.11 Cr have been released and just Rs. 509 crore have been spent so far.

Therefore, as against the total allocations of Rs. 6,593 crore, the actual spending was just Rs. 3,114.41 Crore or 47.23%. “In overall allocations of nearly Rs. 6.75 lakh crore in the last five budgets, only Rs. 6,593 Crore were allocated from 2014-15 to 2018-19 for minorities’ welfare, which is just 0.97% (not even 1%) of the total budget.

Further, of these allocations, just Rs. 3,114.41 crore or 0.46% amount has been actually spent. Spending just 0.46% of total budget for minorities who constitutes nearly 15% of total population was too little and a matter of shame for KCR,” he said.

Uttam Kumar Reddy promised that the Congress party, if voted to power in next elections, would introduce a Sub-Plan for Minorities wherein funds would be allocated and spent in proportionate to their population.

He said previous Congress regime has introduced Sub-Plan for SCs and STs. On similar lines, Sub-Plans will be introduced for Minorities and BCs in next Congress Government, he said.

The TPCC Chief also slammed the TRS Government for not appealing in the Supreme Court against the verdict of NIA Court on Mecca Masjid blast case. “Gross injustice has been done with the victims of Mecca Masjid blast as all the accused have been set free.

The lenient attitude of TRS Government in the State and BJP Government at the Centre is responsible for this verdict. Further, by not appealing in a higher court against the blast verdict, KCR has proved that he is a BJP agent,” he said.

Similarly, Uttam Kumar Reddy said that the truth behind Alair encounter was not out even after four years. He said a Special Investigation Team was set up to probe into the killing of five Muslim under-trials in police firing.

“Where is the report of SIT? People wants to know what exactly happened in that encounter wherein five Muslim youth were shot dead while they were hand-cuffed and chained in a police van while they were being brought to a court,” he said.

Uttam Kumar Reddy said that the TRS Government cheated the Muslims also on the promise of granting judicial powers to the Wakf Board. Not a single inch of encroached Wakf land was restored in the last four-and-a-half years. Further, KCR sealed the office of Wakf Board in November 2017 while the Assembly session was on.

He also announced in the Assembly on constitution of special teams to probe into the irregularities. Later, everything proved to be a drama which was enacted to cheat the Muslim community.

“How many scams have you unearthed after the seizure of Wakf Board office? Where are the report of special teams which probed Wakf irregularities?” he asked KCR.

Leader of Opposition in Council Mohammed Ali Shabbir and other senior leaders also spoke on the occasion.
